Part 1:
Rate- Compares two quantities measured in different units.
Eg. $1.69 per 100g or $1.69/100g is a rate for purchasing bulk food.
Ratio- A comparison of 2 quantities that both have the same unit of measure.
Proportion- An equation which states that two ratios are equal.

3) Because Roy only took a 100$ bill, he gave it back anyways. He was hungry and homeless. He felt bad, because he said his mother didn't raise him that way, so he returned the money. Paul stole 3 billion dollars and got a 4 month sentence. Roy got a 15 year sentence, it's not fair at all.
4) I would've gave him like 24 hours of community service. It was just 100$, not a lot compared to what Paul took. Plus he was homeless and hungry.
